Viewability measurement versus ad fraud detection
Learn what viewability and invalid-traffic checks each measure, how their denominators differ and what a result can support.
Viewability measurement asks whether an ad had an opportunity to be seen. Ad fraud detection looks for intentionally deceptive activity. Invalid-traffic detection has a wider scope: it also covers activity that should not count in measurement without necessarily being fraudulent.
A viewable placement does not prove legitimate traffic, and a non-viewable placement is not automatically fraud.
Start with the event each measure evaluates
The Media Rating Council publishes viewable ad impression guidelines that define when an ad impression counts as viewable.
Different formats and placements can have their own criteria. Ask which rule the measurer applies to the inventory in your report; these criteria should not be assumed for every format.
Invalid-traffic controls ask whether activity belongs in legitimate measurement counts. The Media Rating Council publishes an addendum on invalid-traffic detection and filtration, and the stage at which a filter runs can affect what remains in the count.
“Fraud” describes intentionally deceptive activity for advertising measurement; it is not a synonym for invalid traffic. Not all invalid impressions are fraudulent. A count left after filtration is not proof that a human was present.

Read the denominators before comparing rates
A viewability report should separate viewable, non-viewable and undetermined impressions. Its measured rate is the share of rendered served impressions for which viewability was determined.
Its viewable rate is the share of those measured impressions that met the viewability rule. A high viewable rate alongside a low measured rate leaves a substantial part of delivery unresolved.
For invalid traffic, ask whether a count is gross activity, activity after filtration or activity after further filtration. Ask when each filter runs.
A later invalid-traffic finding can alter the eligible base for other metrics. Two percentages with different bases do not describe what happened to the same impressions.
A useful report shows counts, percentages, filtration stage, reporting period and unknown results. If systems can match records using permitted keys, reconcile a common set of impressions. Otherwise, show the findings side by side and state the matching limit.

Use the distinction to act
If viewability is low but measured coverage is strong, investigate placement, layout or player behaviour. If measured coverage is weak, investigate tag execution and the environment before judging the placement.
If invalid traffic rises, ask which source and period are implicated and whether the result is provisional or final. A fraud allegation is stronger than an invalid-traffic flag, so request supporting evidence before using that label in a dispute.
Neither measure establishes attention or campaign results.
